What Are Fixed Ladders?
A fixed ladder system, also known as an access ladder or roof access ladder, is a vertical ladder that is permanently attached to the side of a building, structure, or piece of equipment – providing climbers with an extra measure of stability. This equipment is a safe and efficient way for workers to get from the ground to elevated spaces. Overall, fixed ladders allow you to complete various work obligations and use surrounding structures to your advantage without compromising safety. Read about considerations when choosing a fixed ladder.
Ladders are available in both aluminum and steel and can be customized to meet different wall heights and applications. Ladder Modules can be joined together for greater heights, and platforms and other accessories added for safe access over obstacles. These ladders also include options for various bases, so you can mount the bottom of your ladder into the floor, on top of the roofing system, or completely off the floor, depending on your worksite’s needs. Ladders are also available with and without walk-thru handrails at the top and landing surfaces, retractable stiles, and walkway platforms. Self-closing safety gates can also be added for fixed ladders with walk-through handrails, satisfying OSHA 1910 Subpart D and ANSI A1264.1-2017. **Important update regarding fixed ladder fall protection: OSHA issued a new ruling in 2016 stating that “All fixed ladders (that extend more than 24 feet) installed on and after November 19, 2018, are equipped with a personal fall arrest system or a ladder safety system.” Please note that cages sold or installed after November 19, 2018, are no longer considered a form of fall protection. Cages installed prior to this date are still accepted as a form of protection until the final deadline comes into effect, which is November 28, 2036 (29 CFR 1910.28 (b) (9)). While ladders with cages can still be purchased and installed until the cutoff date in 2036, it is recommended that you consult with your salesperson on alternative ladder fall protection options to avoid the cost of replacing cages in the future.
With multiple design types and customizable features, fixed ladders meet the needs of an array of jobs, from straightforward roof repairs to accessing compact spaces. Some of the most common fixed ladder types include:
- Angled fixed ladders: A ladder installed at an angle is ideal for scaling minor elevation changes and shorter heights. Additionally, angled fixed ladders are easy to climb and include many base options depending on the type of landing surface you’re on.
- Vertical fixed ladders: A standard fixed ladder provides safe access to most high elevations. Combine them with additional features such as modules for extended lengths and fall protection systems for maximum safety.
- Caged fixed ladders: Designed for maximum safety, caged fixed ladders provide secure access to high elevations with the added protection of an enclosed cage. This cage helps prevent falls and offers extra stability while climbing. Ideal for industrial and commercial settings, these ladders ensure compliance with safety regulations and can be customized with additional features like landing platforms and fall arrest systems for added security. **Note: On and after November 18th, 2036, all fixed ladders (that extend more than 24 feet) should be equipped with a personal fall arrest system or a ladder safety system. OSHA has ruled that after this date, no cages are allowed as a form of fall protection.
- Fold-down ladders: Using ladders that fold when not in use can be more beneficial in some situations. These fold-down ladders are easy to install and store in confined spaces, and they require no ground space, making them ideal for roof and ceiling access from inside buildings. These ladders stow away to blend in with their surroundings, so your work doesn’t interrupt the daily flow of the buildings you work on.

Marine and Offshore Applications
Used in marine environments such as docks, piers, and offshore platforms for access to vessels, loading areas, or elevated platforms.
Transportation Infrastructure
Installed on bridges, tunnels, and transportation structures for maintenance access to structural elements, lighting systems, or signage.
Regulatory Compliance
Fixed ladders are installed to comply with safety regulations and standards, ensuring safe access to elevated areas while minimizing the risk of falls or accidents.
Considerations for Choosing the Right Fixed Ladder
- Measure distance from ground to elevated surface.
- Ensure space supports a platform and identify mounting surface type.
- Check for obstacles, weight support, and material durability (aluminum, steel).
- Select safety features: fall arrest systems, handrails, non-slip surfaces.
- Confirm compliance with safety standards (OSHA, ANSI).
- Opt for customizable ladders with additional modules and accessories.
- Ensure professional installation and plan for maintenance.
